It is the last over of the cricket match, with India needing 17 go to win versus Australia.

In his two-bedroom home located in main Mumbai, a middle-aged guy is seeing the video game, nervously. He's sitting on the edge of his grey colour couch with his cellphone glued to his ideal hand.

He has made more than 10 hire the last thirty minutes - not to go over the match but to keep revising his bet.

Five minutes previously his cash was on Australia, now as the Indian batsman gets prepared to face the last over he's changed his mind.

"I think India is winning, make the modification," he tells his bookie on the phone.

And a few minutes later his forecast comes to life, as India wins the match in a nail-biting finish.

"I have made $200 today," he says with a childlike glee.

For more than three years he's been banking on cricket matches. We can't reveal his name as what he's doing is illegal in India.

Aside from horse racing, sports betting of any kind is not allowed India. Despite that, illegal sports betting distributes flourish in the nation.

'Black money'

According to the Doha-based International Centre for sports betting Security, India's prohibited sports betting market is worth some $150bn a year. And much of that sports betting cash is directed towards cricket.

With no legal avenue, punters place bets utilizing their phones by making calls to bookies. Gamblers can bet on anything related to the cricket match, from who is winning to the highest specific run scorer.

The majority of these deals include so-called "black money", which is money not declared to the taxman.

The 1867 Public Gambling Act bars any kind of gambling in India, but unlike in the US which has a law forbiding web sports betting, there is absolutely nothing similar here.

And overseas sports betting companies are using this loophole to lure Indians. Although there are no online sports betting operators based out of India, a lot people have actually signed up accounts with overseas companies.

"Legally you can get away [with this], as the law is unclear for online sports betting," states Mumbai- based lawyer HP Ranina.

But regardless of this, it is "offline sports betting", done through telephone call which dominate the marketplace.

Require legalisation

The clamour to legalise sports betting in cricket has grown after a panel designated by India's Supreme Court proposed the idea, saying it would assist secure down on corruption in the country's favourite sport.

The Justice RM Lodha Commission was set up to recommend modifications in the performance of India's cricket regulative body, the Board of Control for Cricket in India (BCCI), after the 2013 Indian Premier League sports betting scandal emerged.

Two franchises have been banned for two years after some gamers and team authorities were condemned of fixing parts of the match at the request of bookies.

The panel also argues that legalised sports betting will generate tax incomes for the exchequer that could total up to $2bn a year.

Even bettors feel that legalising sports betting is a relocation in the ideal instructions.

"I don't mind paying some cash out my profits, as long as I can bet publicly," says our cricket bettor.

It would likewise open a substantial company chance for certified bookies and international online wagering companies to set up operations in India.

And it would assist limit match fixing in cricket and other sports betting, argue numerous, by helping make deals included in sports betting more transparent.

"If you work alongside wagering companies, you will have a very reliable approach of marking out match fixing," states George Oborne, who runs a mock wagering website, India Bet.

But many also think, that the taxes levied on the bettor and the bookmaker will need to be reasonable to make it appealing enough for them to gamble lawfully.

However, there are constraints.

"Definitely there will be prohibited sports betting due to the fact that (some) individuals wouldn't wish to leave an audit path by going into the white market," says Mr Oborne.

He adds that individuals who use unaccounted cash to put big bets will never gamble legally.

Approval concern

For sports betting to be legalised, parliamentary approval will be required to a new law, and politically this will be a hard concept to offer.

"Despite the fact that lots of people are included in some sort of gaming - it's still a controversial issue for numerous," says our unnamed punter.

And given that India has a federal structural - each state will have to also pass a separate law to legalise sports betting in their territory.

"The procedure is so long and challenging that it will take years," states Mr Ranina."That's why, we are negative about this becoming a reality anytime soon."

Yet with the concept having been endorsed by an official panel for the very first time, at least a debate has sparked around a subject - which previously was thought about a taboo.
